Have you gone to:
Options > Users > Change permissions
and added the "Create_poll" permission to the group of users that you want to be able to create polls? (Administrators have it by default.)
You will then find an "Add new poll" option beneath the edit box when you create a new topic, allowing you to introduce and explain the poll in the main body of your post and then add the required questions and answers beneath it.
