Perhaps you don't understand the purpose of those various headings - or you need to explain more about your forum.
If you see "Refresh" or "Permalink" then it means your forum is embedded within your main site.
• Refresh: allows you to update the form without reloading the entire page on your site. This can be an important feature as it can considerably speed up the update of the forum if the page within which it is embedded is complex as it avoids having to download the host page a second time before re-visiting the Nabble server.
• Permalink: Without this neither you nor any of your users to provide a link direct to a specific post anywhere on your forum. (Very useful for pointing people at posts that include Forum rules or FAQs!)
• Login: Without that you will not be able to identify yourself to Nabble as the administrator of your forum and have no way to deal with spammers, or change any part of your forum.
• Register: Without registration of your users you have no way of controlling them, or providing additional access rights to deeper levels in your forum, preventing spammers. etc.

Retaining the link "Powered by Nabble" (was "Nobble" deliberate?
) is, I believe, a condition of using the service.
If you remove the link "Edit this page" completely, then you have no access to remove (or modify) some of the features you complain about. Some users do change this link to reduce its visual impact or to make it only appear to users with Administrator rights.
(That's about as accurate as I can get!)
