No member of your forum can "spam members" (if by that you mean bulk mailing all your members after having harvested all their email addresses). Even Admin can only access member's email addresses one at a time and has no facility to see a full list of member addresses.
As I see it, the problem is Nabble's "Univeral Back End" and the convention, even necessity, for mailing list software to share member email addresses. However, the convention for forum software is to allow, and even encourage, anonymity through the use of usernames rather than sharing real names and real addresses. It is this ability to be anonymous that encourages the disreputable to behave badly.
I agree that for forums created with Nabble the default should be only to allow emailing of individual members with their permission (while always allowing Admin to mail members). However, for those creating mail lists and mail list archives, the default setting should be to allow individuals to be emailed (keeping the actual address hidden - except to Admin).
