why there is a "new topic" icon on top?

just wondering if i can remove the new topic on top?

if someone tried to post using this, it will create a new sub forum (topic) automatically. i just want to know if there a way to remove this to prevent such incident.

I think you should just force users to always post to sub-forums. So if they click on the "New Topic" link, they will have to choose which sub-forum they want to post to. You can do this by clicking on "Options > Users > Who can view & post?" and select that only members (or administrators) can create new topics on that level. Click on the "Need Help?" link on that page and read it too.
