where is the developer version

I get failures trying to install xymon on suse 11.3  
suse has rrdtool installed

a lot of the web advise tells users to install the rrdtool-develop rpm which I cant find ANYWHERE, except for RH and that is downlevel.

what gives?  Is there another package available?  For suse?  source version? why is it not available on sourceforge on http://oss.oetiker.ch ? what additional 'stuff' is in it?  

Sorry if I sound a little frustrated, but one problem seems to lead to another.
