Missing menu items on my account only

I'm missing most of my forum owner menu items (and even some that normal users have, I think). I've tried creating another account, and it has the right menu items, although even though I give the new account owner privileges, and it has a menu item to move threads, it won't let me move them, saying I don't own the parent.

Anyway, if my main account could be fixed, that would be great.
