Thanks Israel.  I had the member check and that appears to have fixed the problem.  The question I have now is why was adding him to the Members Group necessary to correct the problem?  The vast majority of the registered members are not in the Members Group yet they do not have issues with creating topics.  And why did this member suddenly start having issues?
