those are the instruction i followed and completed as i wanted to subscribe to the R-Help forum, page...completed the form and still unable to ask/post question to the R-Help forum.

First click on the sub-forum link to that takes you to the archive of the individual list in which you are interested. The lists are all run using mailman software and you find the subscribe instructions half way down the page you reach after following that link.
