"Author" refers to the creator of both a sub-forum or an individual post within a sub-forum. Obviously, some of the permissions listed will apply to one, some the other.
Note that as you may grant people in some other group the permission "Create_sub_apps" necessarily the creator (i.e. author) of that sub-app must have the right to view it, hence that permission is unchangeably "True". Similarly, they must be able to amend the title and description, is case they make a mis-type. But they don't necessarily have to have the any further permission to work within their sub-forum themselves.
For example' you have assigned someone to a group "Moderator" which you have added to the four default groups, who may be over 18 years of age, and have an "Under-18s" sub-forum. Your moderator sees the need to to create further sub-forums within that section. This would allow him to control the area without being allowed to participate. In such a form you would place all over 18 members in the "Members" group, but would need an "Under-18" group to keep the two sections from access to each other's area.
Also bear in mind that permissions are cumulative. The general public all belong to the "Anyone" group. Those "Registered" remain part of the general public so you don't need to repeat any of the "Anyone" permissions. You should only add permissions that the general public don't have.
Further, note that the public can always register and you cannot remove that registration. If you want to control who can and cannot post, for example, you have to assign people to the "Members" group and ensure the "Create_topic" and "Reply" permissions do not appear for "Anyone" or "Registered".
