A user of your forum will receive no emails from your forum unless they choose to Subscribe. They do this through:
Options > Subscribe via email

On the Subscribe screen they see a number of options that limit the mail they receive. They also have the choice of subscribing at the top level of the forum, to individual sub-forums or an individual topic.
