Simple answer: No!

For any normal forum that would make the discussion very difficult for a visitor to read with repeated up/down scrolling necessary. Perhaps you can explain why you would want such a system.

If you want to view the latest post in any topic you can always select the "Last Post" link to it, to the right of the topic title on the main forum page and that takes you straight to the latest post. Will that do the job?

Alternatively, in a forum with many sub-forums, "Topics View" may be a better way of viewing your forum. That view lists the latest post and the sub-forum in which it occurs.
