I want to test and document a user's experience during Registration and initial Login.  I was thinking I could Register a test user, then delete it, then test again, delete it, test again . . .  But for the reason you stated, I can't do that.
Because registration is totally under the control of users you will find that many sign up who have no real interest in your forum, so there is little point in thinking of Registered users as any more than a set of users who have given you an email address, perhaps one they will never use again.
What should my strategy be to test user Registration process, multiple times?
I created GregTest, a forum, where I do all kinds of experiments to see how things work, but for repeated registration tests you'll need a number of email addresses available. (Create some at Google, Yahoo, etc).

It's still useful to have an additional user on your main forum. Use it to add and remove various group membership to test how different types of user see your forum and whether changes to user permissions are working as intended. You can change its username and email address if it hasn't got an appropriate one at the moment.
