App Type "Mixed" - how to suppress "New Topic"?

In application type "mixed", how can one suppress the link "New Topic" under each category?
Setting Permissions to read-only doesn't do it.
The "Smart Application" option in Options > Content > Extras doesn't help either.
Any ideas?
