Are you asking:
"How can I create a button that will translate content posted by users of my forum"?
or
"My users all read and write [specify language] and the wording of all the forum menus and dialogues need to be in that language?

I can't help with the first question. The answer to the second is login into your forum with your administrator username and visit:

Options > Application > Change language
