Why multiple user accounts?

Hello

I can't figure something out: I already registered an account to ask questions in a mailing-list that uses the Nabble web  interface, but am now required to register another account to post in an other mailing-list.

Does Nabble require a new account for each of the mailing-list it hosts? Or is it per-server?
