Sign up to forum doesn't work

My problem is that no matter how many times I tried to register for my forum, it doesn't work. I tried to create test user accounts, added Yahoo, Gmail, Hotmail addresses, the activation e-mail is never sent out. Do I have to set e-mail server settings for this to work, or what can be the problem? I even cannot see these users in the User list as non activated.
