Strange file download issue

User 1 has posted a .docx file

User 2 tries to download, but instead is served a .zip file. The zip file seems to be a zip of all the individual document elements, and is not easy to reconstruct.  THis is for windows. Mac users just get the .docx.

User 2 is a member of the same group.

Any idea why the .docx file is being 'deconstructed' and then 'reconstructed'. It's a bit 'Start Trek' transporter room, gone bad :-)
