I don't understand your thinking.

If you embed the starting page, then the links there to the sub-forums mean that you cannot avoid users going to other areas of the forum - and if you remove those thinks (which is possible) then, effectively you're back to the solution I propose.

You'll need to explain further why you are not prepared to have two forums. One for your special page and one for everything else. After all, you can insert descriptions and links of the general forum in your single topic forum, so that people could move one way but not back to the special page.
