If you specify both width and height at the same time, proportion is not guaranteed.
Just to clarify...
Are those values are sizes in pixels?
Can %age values be used?
Specifying only one of the values (width or height) guarantees the image will retain its aspect ratio?
I note your examples both show downsizing. Presumably, to maintain the best image quality you should avoid upsizing, (so, for example, if you have uploaded an image with a 250px width (or set the width to that size on the upload dialogue), it would NOT be a good idea to set the resultant width code to 400?
