Without the greying in of things, it's easy to be confused.

Example: I was on the verge of posting a new question — 

Why is the administrator prevented from something as basic as posting (Create_topic)?

That default, and some others, seem very peculiar.

Put simply: what's shown in the column for Administrators is a false reflection of what applies to administrators.
