If you switch to "Topics View", you will see a "New Topic" link there. You can't remove that link for now (only when we release the templates feature in some months). So this is one of the reasons we show those options. Even if you could remove the link from the page, people could still build a URL to post a message under that forum. So you must have a way to block such attempts.
