Graham is correct again. You could create an "Announcements" sub-forum and invite people to subscribe to it. You should be the only person allowed to post to that sub-forum and each post would go to all subscribers (some help here).

The SMTP feature still needs some months to be prepared. We are working hard on a lot of good things.

The forum owner may implement a set of templates and *force* the subscription, but people can always complain here if they feel this is not right. We can easily shut forums down if they are being handled abusively, but I don't think this is going to happen.
