We don't have a specific page for this purpose (but we may add one in the near future). Remember that posts are sent to all subscribers of your forum. So maybe creating a new topic might be enough for you. You can check how many subscribers you have by clicking on Options > Users > Manage subscribers. You may also pin the topic to catch more attention.
