My view of <http://n2.nabble.com/forum/NewTopic.jtp?forum=2553672> shows that for the Surf Talk sub-forum, any registered user of Nabble may post.

<http://n2.nabble.com/forum/People.jtp?forum=2553051> shows people who have posted to the forum. In this context, Registered means registered with Nabble.
