Hi Dr. Octto,

Those forums don't show the "New Topic" link because they have a format that is either "Bulletin Board Page" or "Bulletin Category Page". These formats are used to organize sub-forums and don't allow direct posts. You can either delete those forums (and create others) or change their format to one of these formats: "Default View", "Topics View" or "Mixed View". To change a format, click on "Options > Edit > Change format".
