Cannot post new topics in merged sub-forum (?)

My first time setting up a forum.  I cannot figure out how to enable "New Topic" in some sub-forums.

My top-level page has the "Use Sub-Forums to post" message at the upper-left.

However, opening some sub-forums, there is no option for "New Topic" in the upper-left, like I see in other forums.

Out of four total sub-forums, 3 have this problem, while the 4th does not.

What I have noticed is that the 3 sub-forums that don't allow New Topics, they were created by merging a prior sub-forum with a parent.

The 4th sub-forum was newly created and doesn't have the problem.  Creating more new sub-forums also don't have the problem.

In the troublesome sub-forums, for the settings under Users -> Who can view & post, I am set up as an authourized user.  But even if I set "Everyone can view and post", the sub-forum still does not offer the "New Topic" button.

(One workaround, I can get a New Topic is to go to my top-level forum to Options -> Structure -> Create New Topic.  After that, I can go into the Topic and move it to a sub-forum.)

Is there a way to 'fix' these sub-forums?
