The "People" link shows you a list of the users who posted in your forum.

If your forum is a public forum where anybody can view and post, then the "join" concept doesn't apply, right?

If you restrict posting or viewing to members, then people will have to request your approval to post, then you will see a list of people who can post, then you will be able to see a list of joined people.
