Admin bug

I'm an admin for a forum I just created, and these are the only options I get (see the screen shot). So, basically, I can't do anything admin-wise. I tried using another account, and in that one I could see 'one' extra option (parent options). So, I removed it from its parent (as sometimes doing random things like this gives me more options). I didn't notice any more options with that account, and so I switched back to my regular account, and there now that it wasn't attached to the parent, I could see all the options—but as soon as I gave it a parent again, all my options disappeared except those in the screen shot.
Changing views (topics view, sub forms, etc.) on my other forums often changes the options I have as well. This isn't just a problem with this new forum (although it's much more of a problem here than it has been in other situations).
Can this be fixed?
I need to be able to add authorized users, as it is a private forum.

EDIT: Now I definitely can't do anything with it, as since it's private, my other account can't access it (it's not authorized, although it is an admin through the parent—so now I can't even have parent options since I can't add authorized users.)
EDIT: I found a very unconventional way around it—but I don't expect users of other forums to think of this (i.e. find the link to add authorized users in 'any' forum, and switch the forum numbers on the link).
