We can't add a fixed background image because this will break designs created by other users. For example, if you choose the dark background CSS style (in the change appearance screen) that image will not look good. So users should change that, not us. We already have the shaded-bg-color CSS class in that area. All users need to do is change how to paint that class through CSS.
