In most cases, the publicity is intended.

Suggestion

For content that is properly visible to the public, use a word other than private. An icon, maybe?

Thanks for reporting this. We have fixed it and now the system will display "private" only if the forum is set to "Only authorized can view & post". This will be available after the next release.
