how to customize a page like this?

hi guys,

how can i customize a page like this one : http://lucene.472066.n3.nabble.com/template/NamlServlet.jtp?macro=new_topic&node=472066

that is, when a user click 'New topic', it will show a sub forum list to enforce the user to choose one.

I can't access your forum to see your example as it requires I register. However, in general, if you set the permissions for your top level forum to prevent posting and all sub-forums to allow posting then your user will be presented with a list of sub-forums in which to make their post.
