When the 12-hour clock is preferred, suppress the leading 0 (zero) for the hour

If am and pm suffixes are used, then suppress the leading 0 (zero) for the hour.

Side note: I love the way that times and dates are presented in threads when the 24-hour is preferred. Very tidy!
