Weird permissions issue - changes not staying set to Custom

Quick and dirty version: When I try to set the global permissions on my forum for "Manage_Pinned_Topics" and "Manage_Locked_Topics" to Custom so I can grant my Moderators group the ability to Pin and Lock topics it keeps reverting back to the Default setting where only the Administrator can perform these actions. Am I doing something wrong, misunderstanding these settings, or is this a bug in my forum?

Did you click on the "Save Changes" button at the bottom of that page?

I definitely made sure I saved the changes after I made them; I made the adjustment for both lines to be Custom, ticked the boxes for my Moderators group to have the rights, clicked Save Changes, and it took me back to the root of the forum. I then went back to Options > Users > Change Permissions to make sure the changes had taken effect and it reverted back to Default, where only the Administrator has the rights to manage the locked and pinned topics. I've tried this multiple times now and it keeps reverting back to Default.
