Unable to remove forum or organization - "unable to create new native thread"

I am trying to remove forum or organization. I receive 503 error - unable to create new native thread.

What are you trying to remove? The entire forum?

I am trying to remove entire forum.  Also removing subcategory does not work. Maybe it is too big and it takes too much time to perform remove operation. I was able to remove other subcategories without any problems.
