Submit Failed error message

Hi
I have tried to post a reply in my forum, but i keep getting a message tell me that the submit failed try again........does anyone know why i get this message?..........i am entering the digits and numbers correctly before posting.
Also i have problems "scrolling" down the page, any tips please?
