You can simply start a new forum, choose to create a board when you are prompted. Then you will get a typical 3-level message board. Then you use Options dropdown to edit the forum and its subforums.

After you are happy with your new board, if you still want move your old threads to your new board, you can go to your user account, find your old posts and go to them and click Options->Move thread ... to move them to your new board.

You may need to play with it a bit more to get a hang how the software works. Let me know if you get stuck.
