Log into your forum using your administrator details then select:

Options > Structure > Create Sub-forum (The precise wording varies a little depending on the application (Blog, Mixed, News, etc) you have).

If you are not the administrator of the forum then get the Admin to give you the required user permissions.

Volunteer Helper - but recommending that users move off the platform!
