Pinned Topics and Sub-Topics

I must be doing something wrong.  I want my WELCOME topic pinned and at the top of the Forum as it is here.  But I create a new sub-topic and it moves above my Welcome Topic.  I've looked at "Help" but nothing seems to fit the problem.  I've tried unpinning and deleting and starting over to get the positioning I want and nothing works.  What am I doing wrong.

I'm still learning but this might be helpful to you... Look at my forum to help see what I'm talking about...

Ensure that you are logged into your forum as Admin.
Select a Forum > Options > Structure > Manage Pinned Topics...
and move them up and / or down...

Ooooh... I haven't got Sub-Topics... My Topics are in Forums! I wonder if you should have another layer of Sub-Forums???

If you post the address of the forum it will be helpful...

Thanks Anne.  I think what I was doing wrong was adding a topic and I need it to be a Sub-Forum for the Welcome.  This way I could pin it.  NOW I'm wondering once I create a topic in a sub-forum can I pin a topic in that sub-forum to make sure it stays on top of the sub-forum.

Yes!

Just display the topic and then OPTIONS > PIN TOPIC.
Volunteer Helper - but recommending that users move off the platform!
Once the admin for GregHelp now deleted.
