Permalink Is Blank

I just noticed that when you hit the Permalink link at the top of the page it comes up blank.  Like this:




But, if you hit Options/Permalink you still get the permalink, like shown below.  This appears to be new, and may be associated with the recent change regarding cookies.  I've made no other changes, so don't know what could have caused it.
