New Post in subforum but not in forum

Is it possible to allow a forum's users to add new topics under the forum's subforums, but not under the main forum?

Yes! This forum does it.

Set the permissions for your main forum to "members" (or some other group of your devising) and then over-ride that for sub-forums to "registered". I have more details at my post at:
