Move topic menu gone; tpl resource gets 404 errors

I'm administrator and the Move Topic menu is gone from my forum posts and sub-forums.
Also doing a POST to /template/TplServlet.jtp?tpl=move_node etc. is getting a 404.

I've got the same problem today!
"move topic to" disappeared!
Why??
