"Lock Topic" button does nothing

This seems to have started acting up only recently. As of about 3 days ago, the Lock Topic button no longer works. If you click it, nothing happens at all.

Also, on the user permissions menu, when I try to change who is allowed to lock/unlock topics and then click Save Settings, I go back to the permissions menu and find that the settings automatically reset themselves to default and ignore my changes. This doesn't particularly bother me, as the default setting is "Administrators Only" which is what I want anyway, but it's something else wrong that I noticed.
