The simple answer is that you can't do all the things you seek to do. For example, those with "Administrator" rights must be fully trusted and will have exactly the same powers as you as the creator of the forum.

You need to create an additional Group (besides the defaults Administrator, Member, Registered and Anyone). I create one called "Moderator" and assign those I wish to assist me in my Administrator role to that group and give that group the permissions I want them to have.

On your specifics:

Assign them to a new Moderator group where such permissions are not available
3. only be able to temp ban people (24 hours)
Putting time limits on things is tricky and requires a lot of NAML coding. In practical terms it means that it is better to accept that both banning and un-banning is a manual process. You can easily assign the "Manage_banned_users" to your new Moderator group.

Rather than banning, also consider giving Moderators the "Move" permission and create a "Moderated Posts" sub-forum to which only Administrators and Moderators have the View permission. With the addition of the "Smart Application Pages" feature this can become completely invisible to ordinary users. This approach is far more flexible than either deleting posts or banning users, as you can remove individual offending posts from the view of regular forum users and restore them later  if desired (With the "Edit_All" permission it is also possible just to edit the offending parts of another's post, leaving legitimate comment in place.).
4. Give a group the default administrator abilities
Create the Moderator group and assign them the same permissions as Administrators get. Note that a few Administrator rights are not selectable on the "Change Permissions" screen, so a few things can only be done by Administrators and such rights cannot be given to others.
5. delete premade and/or custom groups
No one, even Administrators, can remove the four default groups. Only Administrators can create additional Groups
6. my filter group only shows Owner (i have one other custom group) how do i make it show all groups
I don't understand your term "my filter group" or where you are seeing the term "Owner". Please explain further.

When logged on as an Administrator you should be able to access: Options > Users > Manage Users & Groups.
That should show all groups and their members and allow you to edit the membership of those groups.
Volunteer Helper - but recommending that users move off the platform!
Once the admin for GregHelp now deleted.
