it is an actually URL, but doesn't link unless you do it in HTML::

When you want to post a link, you can :
 1 - use the button "link" and it will shows like this : apa.ny.gov
2 - or you can write it with the prefix "http://"  like : http://apa.ny.gov

Yea I know how to do it.  It was a forum member who didn't know. So that is normal right?
