Is there a way to separate the forum into 2 pages? A Page to POST, and a Page to VIEW

For my website I need to have 2 links to the same forum... BUT one link needs to direct the user to where he/she can POST new topics.. AND a link to direct the user to a page where he CANNOT POST but VIEW the topics...  For example...  users can post topics on one page and users can view those posts (without the option to post new topics) on another...

So my questions are :

1. Is this Possible?
2. If it is Possible, then HOW do I do it?
3. If its not possible, then is there another way to solve this problem (another app?, another forum site?, a           certain type of code?... etc..
