I no longer have option to manage users

I changed my email addres but no longer have any options in the option menu other than subscribe!
Im a newbie so bear with me.

It works sometimes now but there is no logic to it. sometimes it just appears others after i have browsed somewhere else and come back. was working a few moments ago.

If I navigate away and come back the option is there!!!
I changed email and password earlier if that made a difference.

Is your internet connection slow?
I think this may be the problem because we update the options menu in a second request and this may take a while if the internet is slow. So one test you can do is wait some minutes to make sure all options will show up.
