I see you've put up a toolbar of sizes of photos/font, etc. to click off. Is this why I can't reduce a photo, that was smaller I believe? I've redone several and made smaller ok. I hate to waste more space, but if it is the picture I'll delete it. You don't report on some key facts.
What is the size of the image file that you're uploading? Do you see any error messages? What do they say? Here's the top tip: If the image file is larger than !Mb then you must use one of the three sizes on the upload dialogue. For further guidance I have recently posted a revised FAQ on my GregHelp site that I encourage administrators to adapt for their own forums.

Greg - I like the FAQ. But you don't mention my favorite trick of including width="100%" in the inserted HTML. That makes the pic full width regardless of the screen on which it is being viewed. (You probably taught me that.)

Mmm, I don't think I've ever used that exact trick, so if I was involved at all it was probably only because something else I suggested inspired you to come up with that version - simple and elegant!
My other topics under Help with Images do use the "width:100%" the their styling code but they are more complex.
