The term "Category" is used in a number of ways in Nabble, so I may have misunderstood you.
In the default application type, "Forum" you create different areas by creating "Sub-Forums":
Options > Structure > Create new sub-forum
Nabble offers a number of application types, with names such as "Mixed", "Category" and "Board". You may find one of those provides a layout more to your liking. While "Mixed" still refers to the creation of "sub-forums", both "Category" and "Board" talk of creating "Sub-Categories". You change application types at:
Options > Application > Change application type
