How to create a customized Terms Of Use?

I'm NOT talking about the Nabble terms of use, since it's already in the user register page.
I'm saying that if it is a possible to add a customized terms of use somewhere in the user register page and a check box before that.
That means people have to agree Nabble's terms of use first and also agree my own terms of use in order to register successfully.

You can do it using NAML, but it's not so easy.

Or, you can create a fixed topic explaining your rules and warn all users that they will be banned if they don't follow it.
