How do I ad a graphic to the top of the forum

Something like this.  What do I do to the CSS to get something like this at the top.

In the example you provided, the user just added an image to the forum description. You can do this by clicking on "Options > Editor > Edit name & description". You can use the "Insert Image" button for that.
